SCRCD Qualifications
Larry Lloyd, District Manager, has over 12 years experience in program management, including: administration; outeach and education; and grant and technical writing. Mr. Lloyd has secured over $1,000,000 in grant and fee for service funds during his four-plus years with SCRCD.
Mr. Lloyd served five years as the North Valley Representative and Webmaster with the Great Valley Center, where he assisted in managing the Center's LEGACI grant program, including reading and evaluating all grant proposals, and performed daily management of the Center's Website.
Mr. Lloyd has a Bachelor of Science in Sociology from the University of Oregon and a Master of Science in Community Development from the University of California, Davis.
Mr. Lloyd's billing rate is $51.44 per hour.
Jim Cornelius, Water Resources Engineer, has over 20 years experience developing and managing grant and loan programs, including 15 years with the California State Water Resources Control Board (SWRCB) (1970-1984) and five years with a county water district, preparing grant applications and managing grant funded projects (1999-2004). Mr. Cornelius has secured over $1,050,000 in grant funds and $17 million in Department of Health Services State Revolving Loan funds during his six-plus years with SCRCD.
Mr. Cornelius has comprehensive knowledge and understanding of local, regional, and statewide water quality and quaitity issues and concerns, including: the SWRCB Basin plans; the Regional Water Quality Control Board, Central Valley Region Long-Term Irrigated Lands Regulatory Program; the California Department of Conservation, Statewide Watershed Program; and the California Department of Water Resources, Surface and Groundwater Conjunctive Management Program.
Mr. Cornelius is a licensed California Professional Civil Engineer, License No. C17438, has a Bachelor of Science degree in Civil Engineering from South Dakota State University, and a Masters of Public Administration degree from the California State University, Sacramento.
Mr. Cornelius' billing rate is $80.51 per hour.
