Jim Cornelius, Water Resources Engineer, has over 20 years experience developing and managing grant and loan programs, including 15 years with the California State Water Resources Control Board (SWRCB) (1970-1984) and five years with a county water district, preparing grant applications and managing grant funded projects (1999-2004).
Mr. Cornelius has comprehensive knowledge and understanding of local, regional, and statewide water quality and quaitity issues and concerns, including: the SWRCB Basin plans; the Regional Water Quality Control Board, Central Valley Region Long-Term Irrigated Lands Regulatory Program; the California Department of Conservation, Statewide Watershed Program; and the California Department of Water Resources, Surface and Groundwater Conjunctive Management Program.
Mr. Cornelius is a licensed California Professional Civil Engineer, License No. C17438, has a Bachelor of Science degree in Civil Engineering from South Dakota State University, and a Masters of Public Administration degree from the California State University, Sacramento.
